Through participative budgeting we can reduce the negatives attitude of managers towards budget .

In participative budgeting many people work in pieces on company's budget and submit it to the management.As this budget is prepare by the peoples who have to actually work upon it so it would be quite achievable budget rather than the top- down budget which is prepared by the managers and imposed on company's employee .

Participating budgeting is also better for morale, and employee also tends to participate more or effort more what they have predicted in budgets. So the management attitude towards that they can prepare budget and impliments it on employee it would not work lots of time.

So option B IS correct option i.e. PATICIPATIVE BUDGETING
