every time i've walked by that dog, it hasn't tried to bite me. so the next time i walk by that dog it won't try to bite me. what is the premises and conclusion

The conclusion from this statement can be drawn that the dog has become familiar with the person who is passing by him everyday. It also suggests that dogs have a sense of gratitude to all the people who don't harm them.

Further, it is not sure that the dog won't harm next time you pass besides him because any small act done that fears the dog would let the dog bite you and the dog is not domestic to the person who is passing by him.

So, the only conclusion that can be made here is that don't be always so sure enough that the dog you passed before didn't bite you earlier won't bite you this time also.
