I am going to justify this using numbers. Otherwise, for obvious reasons playing is in fact an activity which keeps you fit and normally doesn't cause death. But let' see below from the numbers angle to the arguement:
Asbestos exposure led death has a probability 5 times to that of high school playing related deaths
50 per million vs. 10 million each year.
To put in perspective, 50 per million is a very low number, but in absolute sense a high enough number. But a number 1/5 this, in actually a very small numbers, and hence, we can'y justify banning of high school football.
