If a student approached me to sponsor a club or group which is religiously active, I would deny. This is because the Equal access act says that school employees or agents are not allowed to participate in any of the religious meetings. One teacher should anyway be present in these meetings, for only monitoring purposes and not participating purposes, for insurance reasons. there should not be an endorsements or sponsorship to the group. Although, if the teacher wants, they could be monitors of the group meetings.
