I believe in this. This is because, if human behavior could be controlled, then people would not be suffering from mental disorders. The truth is, when there occur mental disorders, there are chemical imbalances in the mind, or structural deformities ( from birth ) which lead to mental disorders. In most of the cases, mental disorders occur as a result of deficiency in one or other important enzyme or chemical, required for the proper functioning of the brain. If these imbalances did not occur, the brain would be functioning properly.
For people having no chemical imbalances in mind, their actions are their own state. For example, also to love someone, there is involvement of the enzymes estrogen and testosterone. Also, there is release of chemicals such as dopamine, along with norepinephrine which lead to excitement along with a racing heart. If these chemicals were controllable, then people would have a control on whom to love and whom not to love. Hence, I agree, that certain chemical imbalances could not be controlled.
