The purpose of scale construction is to design a questionnaire that provides a quantitative measurement of an abstract theoretical variable. Thus for this, we should design a survey that has simple questions. The response format should be very obvious so that even the percentage of the respondents who will fail to read the instructions can respond. We should avoid double-barreled questions, as when the item actually combines two different questions into one it may be confusing. We should avoid nonmonotonic questions, where there are chances that people could provide the same answer to a question for two different reasons. The language used should be unbiased.
