What is the hierarchy rule in crime-reporting programs? What purpose does it serve?
The hierarchy rule in crime-reporting programs counts only the most serious crime in a series of incidents that occur. If a person commits more than one crime then, only the most serious of those crimes is reported in the various crime-reporting systems. If a man commits a robbery and rapes the female occupant of the house in the process only the rape is reported in the various statistical programs. This does not mean that the criminal will not be charged with each of the crimes. The purpose of this rule is to not bloat the reporting systems with all the crimes that have been committed, but to enable the systems to show a pattern of the most serious crimes.
