1. I think sample would be more accurate than complete count because it reduced the cost to obatin a data for selected entity rather than complete. Beacuse the data collceted through sampling are highly accurate measues of large amount of data so it resduced the cost. Also the observations are easy with sample to collect and summarize the data rather than complete count. Also the sampling have greater flexibility that can be obtained regarding the type of information.

2. To ensure an accurate sampling frame, the units should have a logical or numerical identifier and all the relevant information should be present like contact information and map location etc.
