Yes, the universe is expanding. Observations shows redshift in galaxies i.e. glalaxies are receding from us and the receding velocity is continuously increasing with time. This shows expansion in universe.

Theory of dark energy is an explanation for expansion of univesrse. Dark energy is an unknown form of energy which gives fuel for expansion on universe. It is still undetected with dark matter (non baryonic in nature). Dark Matter and Dark energy forms more than 95 % part of universe. There presence is detected due to there gravitational effect.
