Yes, it is true that both Electric field and Magnetic field can deflect the particle, both of them can exert force on charged particle but there is a basic difference between them that electric field can change the magnitude of the speed of a particle but the magnetic field can not change the magnitude of velocity.

Since the magnetic field always exerts a force perpendicular to the velocity but there is no such condition on the electric field.

the magnetic field can not do work but the electric field does work.
