When the police car is coming towards me then the frequency will be higher.

A. When the police van is going away from me frequency will be lower.

We can tell the reason from doppler effect. As the police van is coming towards me the emitting sound wave that reaches to me, takes less time than the previous wave. So frequency will be high. And for another case when police van is going away from me the emitting sound wave that reaches to me, takes greater time than the previous wave. So frequency will be low.
