One of the aftereffects of any disaster, natural or manmade, is the mental health of those that are a part of the experience. In the event of a chemical spill, the likelihood of PTSD is real.  If we're looking at any state, we should also look at the behavioral health infrastructure. In Virginia, for example, there are community service boards. Each state divides itself into different districts with services established according to the population size served. Those services are greatly determined by the budget given by the state. In some cases, the services are impressive. In others, they are minimal. Regardless, the question remains as to how disaster services can work with this part of the state infrastructure?

Disaster not only inflict physical and economical damage for the victims but causes great degree of emotional trauma and stress for the survivors. The rehabilitation mechanism of the state though improved significantly in the present time but the PTSD of the sufferer is quite high. There are different mechanism and procedure for the respective state authority to help recovering people from the havoc. The existing mechanism of the states should be improved by allocating more funds in the budget, procuring state of the art system and appointing highly qualified behavioral scientist to look after the centers. State government cannot boast itself for restoring the physical infrastructure and economic life of people. Disaster take away near and dear of the sufferer. It is most important to instill a normal life in the life of those suffered. Hence state infrastructure should be strengthening to help building up emotional life and emotional suffering of the victims.
