System engineer, belonging to a competent decision making level may involve himself in the contract negotiation process during which the Engineer shall mediate the key terms of process control of the Project, management of Project stages, etc. Moreover, scope for additions and alterations under the Contractual terms can be better negotiated if the same is looked upon from the technical aspect, which shall be the key to freezing the designs in the system, or improvisation of the base standards for any given Project. In a way, that shall help in making the Project more competitive in nature. Also such measures add flexibility in execution of contracts on technical grounds. Hence, the system engineer should participate in the contract negotiation process.
This can happen in the capacity of the Panel Members, Board of Officers or as an independent Technical Advisor to the Contract-making Committee of the Organization.
