Oxygen administration is the process of giving oxygen to a patient when his or her saturation level is less. Oxygen is a drug. So always it should be given by the prescription of a doctor. In an emergency if a nurse is giving it also immediately hey should get the order signed by the doctor.

But this also vary from country to country. It depend on the law which is existing in the country. In US it should be always administered by a doctor.
