Numerical Fractions:
Which is of the form p/q with p and q being natural numbers. There is only one value of a numerical fraction, all the scaling factors come to that one point such that there exists only one point on the graph.
Eg: 15/25, 9/15 are equivalent to the same 3/5. Here 3/5 is the numerical fraction.
Rational Expressions:
Rational expressions have infinite values which are of the value p/q. These need not be deduced to the lowest value.
For Eg: 15/25, 9/15 and 3/5 are all rational numbers individually.

Common Points:
In case of numbers p/q with both numerator and denominator being prime numbers or non-reducible, then both rational expressions and numerical fractions are equal.
Eg: 7/9, 5/9, 2/3, 31/33 are both numerical fractions and rational expressions.
