Suppose there are two different immigrant social networks and two identical immigrants. Network 1 has a high unemployment rate than Network 2. One of the immigrants enters Network 1 and the other enters Network 2 at the same time. They are not allowed to change networks. Then, the immigrant worker in Network 1 will have higher unemployment duration than the one in Network 2 in his/her entire employment history.
According to me it is an uncertain question. In the first place if an immigrant is going to a enter Network1 he will consider the employment rate there. If in Network 1 unemployment rate is very high than network 2 the immigrant won't immigrate to network1. And if the immigrant does immigrate to network 1 he/she may face higher unemployment duration than network 2, as they won't be able to change networks. Moreover, if the government of network 1 is taking measures to tackle down the unemployment rate then the unemployment duration will be less for a immigrants in network 1. Hence, it is uncertain to tell whether the statement is true or false.
