With coronavirus pandemic, the demand for goods and services has shrinked, costs of goods become more expensive and a lot of lob layoffs being done by the private sector. The economy is going down towards one of the biggest recessions of all time.

At this point, economic revival is important. For this, the spending has to increase. With increase in spending, there will be increased production and thus the economic flow would gain momentum again. Therefore, if pay cuts are done in public sector, it will hurt this process as this will act as leakages.

Furthermore, what is more essential is that the households need to survive. Already hit by private sector pay cuts and layoffs, the households are already in a fix to survive. With further pay cuts by public sector, the survival will become difficult.
