Why do you think the English Premier League has historically charged different prices for broadcasting rights in different European markets?
It all depends on the demand for the broadcast in different market, If the demand for watching the EPL league is high in some markets, then the price charged in those market will be higher. For example: The demand for the league is high in France then French will be charged high as compared to Russia where the demand is low.
Moreover it depends in the elasticity of the show i.e. if the people are ready to watch the game at a higher price i.e. inelastic demand the price will be increased and vice versa.
