Rank the following techniques in order of their ability to effectively display data sets with large numbers of attributes (columns). Write a brief rationale for your choices.

A. Clustered bar chart.

B. Scatterplot.

C. Heat map.

I believe that this may be the order of ranking.
1-Heat map

2-Clustered bar chart

3-Scatter plot

Large number of attributes can be plotted in both heat map and clustered bar chat.Where as scatter plot compares only 2 attributes.So , it is in the third position.
Heat map and clustered bar chat are comparable.
Depending on the type of analysis one will be preferred.
In most of the cases , we can go with heat map if there are too many attributes.
It is becaouse , it can be a bit difficult to analyze in bar charts , whilce the effects can be seen clearly in a heat map.
