For this type of comparative research project on the relationship between educational attainment and voter attitudes in any country, we need to collect those types of sample which represent the whole of the human beings living in that country, i.e. from illiterate to the highest degree holders.

For this we can use the stratified random sampling technique, which will help in taking sample from all the level of education and that too in a random way.

For this we need to divide the whole population in different strata(groups) like G1. Illiterate

G2. Class1 to Class5

G3. Class5 to matriculation

G4. Matriculation to undergration

G5. Undergraduation to Post Graduation

and then we can use the simple random sampling in all the groups from G1 to G5 to get our Sample, we can take large no of sample from each group so that our research is more accurate lets say take 5K samples from each group so that we can have 5*5=25K samples, and then we can carry our research.
