Is it more responsible to build one kind of factory than another? What if you know that the first kind of factory will probably never be unionized, but the second kind of factory is more likely to be unionized?

No according to the above given statement it definitely not recommended to build one kind of factory. The reason behind building different types of factory is that the labour union will be able to get to work in different types of factory, which will later on help the labour union to adjust in a different environment if the first factory does not turn out to be successful.

If there is two different types of factory and one of the factory does not turn out to be properly unionized then it there will always be an alternative option left i.e. the second factory which is properly unionized. Therefore, it is always better to have a second option ready or running so that the work doesn't stop.
