In my opinin Caessar ruined Rome, after deciding to despose the Roman senate and take its powers for himself , top three reasons for my opinion with specific details

Well he didn’t save it, he enriched it due to the booty and slaves he sent to Rome from Gaul.

Rome was run by the senate, Caesar, marc antony and cassius became a triumvirate and the senate felt they had to much power. Caesar was also a consul.

He saved Rome from the narrow minded clique,the Optimates, led by Marcus Cato (the Younger) who sought to control the government for their own benefit.His administration tried to actually address real problems facing Rome. The defeat of the Optimates resulted in the destruction of the Republic itself and its replacement by a personal dictatorship.He destroyed civil liberties in the process.Thereby he ruined Rome.
