Recently, a policy in Delhi, India was proposed where if you witness any road accident, just rescue the victim and drop them at the nearest hospital, whether private and government and the hospital is bound by law to save the victim and the cost will be borne by the Government of Delhi. This policy is said to have more than a thousand lives in a very short period of time. One of the most common obstacle in reporting an accident is the obligation and hardship the rescuer faces from police investigation. This problem is also solved by this policy and no questions will be asked from the person who reports and rescues a victim.

So, economically it is quite efficient and welfare based since the government tales responsibility of the expense for the victim and saves a life efficiently.

I believe this policy can be adopted in many countries as it targets the basic logistic and inconvenience problem faced by people in reporting accidents and rescuing victims on the spot urgently.
