It is the EV2303W, the TN type which would have the fastest black-white-black response time and is very fast (at 5ms) and would have a very little time blurring during a monochrome sample video which is an afterimage.

A monitor with a slow response is definitely a poor choice as it causes the motion blur.

The best choice could be when a system gives a better resolution, better response time, better brightness etc.
