System level is a default level of scope because of the fact when we create a user or any role and if we do not specify their level of access then the system automatically provide them with the system setting that are the system level of scope and these level of scope is the default level that is assigned to a user or role if they are not given particular set of level or access because operating systems are designed in such a way that they need to give some level of scope to the users even if the users are not provided with predefined set of levels so the operating system has a different level of scope that is called system level and assign this to the users if the users have not been provided with other level of scope or access to us this statement is valid to all extent if the user is not provided with the access or scope.
