Why has the paperless office not yet happened?

Yes because since the fax has arrived to invent paperless office but it increased the use of paper by making another copy of that original page so same happened for the email facility people are still need the hardcopy of the email because digital evidence may get erased and can not recover where hard copy is more convenient for long future.

To make paperless office is not possible because still it need has integrity and legal issues to make the data protective and authenticated.
