The reaction will proceed according to rate constant which is quite low then reactants also will be consumed slowed. Hence it will long time.

b) Fast reactions can be slowed down by lowering the temperature.

Since temperature also one of the fact in determining the rate of reaction, when we lower the tempeature rate also will be decreased to go the reaction slow

As above said point reversly can be taken. Tempeature is directly propotional to rate constant which increases with temperature .
