NH4Cl is salt and ionize in aqueous solution completely to form NH4+ and Cl- ions.

NH3 + HCl ....> NH4Cl.

NH4Cl ......> NH4+ + Cl-

so mixture of these compounds are electrolytes.

also both NH3 and HCl are considered as electrolytes.

when NH3 add to the water then NH4OH forms which is cosidered as electrolyte as it produce NH4+ and OH- ions.

NH4OH .....> NH4+ + OH-.

HCl is strong acid and ionized completely in aqueous solution to form H+ and Cl- ions.

so it considered as electrolytes.
