Saturation and concentration are different properties of a solution.
Saturation refers to the maximum amount of a solute that can be held in solution, whereas concentration refers to the amount of solute dissolved in the solution. As such, you can have a solute which has relatively low solubility in water, and make a solution which is dilute (due to the low solubility, not a lot of solute dissolves) but saturated (the solution can only maintain a certain amount of the solute in solution, and the low amount of solute dissolved reaches this limit).
