If the water is not added and the crucible is fully covered and heated for the 5 minutes then the oxygen needed to react with Mg will not be provided in the sufficient amount to produce the MgO.
The sufficient oxygen will not be available to completely react all the Mg to produce the MgO therefore the mass of the final product after the heating is complete will be less than actual need to be.
Hence the mass of oxygen added will be less which lead to the lower ratio of the Mg to O
