Viscosity is the measure resistance in flow of substance. The intermolecular forces plays important role in it. Next the density.

1 , 4-butanediol got two OH groups.

Which can form H-bonding very efficiently. Rest of the molecule only have dipole – dipole and van der waals attraction but in addition to these two intermolecular forces 1,4-butanediol got H-bonding which holds molecule very strongly than other so it has got very high viscosity.
