Yes and No both answers exist my friend. Firstly increasing amount of catalyst will make more reactive space available (more catalyst surface) to reacting species, this will definitely increases rate of reaction but upto some extent like enzymes as biological catalysts. Adding more catalysts beyond the point is a saturation limit, rate is optimized and there is no such appreciable enhancement in tha rate. Here we are using negative catalyst to decompose hydrogen peroxide into water and oxygen. It would lower the activation energy level none the less.
