First we need to know oxidised, reducing agent and reduced & oxidising agent.

Increase in oxidation state is called oxidised and its called reducing agent.

Decrease in oxidation state is called reduced and its called oxidising agent.

In H2O2 (reactant) , oxidation state of O is -1 while in H2O (Product), oxidation state of O is -2.Therefore we can say tha oxidation state varying from -1 to -2 so it is reduced and its called oxidising agent.

In FeCl2 (reactant), the oxidation state of Fe is +2 While oxidation state of Fe us +3 in FeCl3 (product).Therefore we can say that oxidation state is increasing from +2 to +3 hence it is oxidised and its called reducing agent.

HCl is spectator because it is not participating in the redox reaction.
