All the taste panelists preferred the hot chocolate made with the cocoa. they said it had the strongest chocolate flavor.

Why did the panelists come to this conclusion? What contributes to the difference in flavor when cocoa is used compared to the bittersweet and unsweetened chocolate? In what food application would the addition of bittersweet chocolate, instead of cocoa, be useful?

It is easier to melt chocolate to make hot chocolate than to make hot cocoa.

Cocoa is by no means a lesser product than chocolate. On the contrary, it's a purer form of chocolate. Chocolate has two main components - cocoa solids(where the flavor comes from) and cocoa butter (where the rich texture comes from).

Unsweetened chocolate contains absolutely no added sugar, while bittersweet chocolate( also known as dark chocolate) has anywhere from about 10 % to 50% sugar. Cocoa is lighter in color, bitter in taste and has a very concentrated chocolate flavor.

The Bittersweet chocolate is used for most baked goods and desserts and for dipping and coating.
