For such type of question you have to calculate Ro(the average ho of seconddry cases ansing proman average primary case in an enfirely subcaptible population.

R0 = beta/gamma

ingiven question beta = 0.5 & gamma = 0.2

So R0 value = 0.5/0.2 = 2.5

Ro value = 2.5

Ip Ro is 2.5 then 1/Ro is 0.4

So to control the disease less then 0.4 fraction of the population be subcaptible or more than 60% be immune or nonsubcaptible so you have vacunate 40% of the population to prevent the disease.
