Ans:-- actually the water is which is present in urine act as a base solvent to carry waste products like urea, nitrogenous waste products and different toxins. So if 100 % of water will be absorbed from filtrate there will be no solvent to carry all this waste products out of the body.

Plus as amount of water will keep on reducing from filtrate the osmolarity of the tubular fluid will increase and if it increases too much then water from the interestial spaces in kidney will start coming in tubules via diffusion . So it is immposible to absorbe 100% water.
