How do expanded definitions of death by neurological criteria depend on great trust in the integrity of the transplant community not to abuse such definitions?

Actually the neurological criteria for death was previously determined based on 'brain death',meaning cessation of all the neurological activity and death is declared after breathing and heart beat cease. But this criteria was not completely acceptable as recent advancements have made it possible to continue respiration and circulation even after the cessation of the brain's function.
So, in order to not abuse such definition and to make it completely acceptable to transplant community, the expanded neurological criteria for defining Death under 'moral certainity' now depends on three basic steps : unarousable sleep or deep coma, absence of cerebral and brainstem reflexes, apnea.
