It seems from the given data that construction company is very small and doesn't need high level of information security systems to be installed as it contains less day to day transactions.It also has less number of employees and assets .So investing huge amounts in information system is a wasteful expenditure ,rather the company can go with computerized accounting system with all neccesary precautions and maintaining password protections for confidential data.
