The United States Office of Management and Budget (OMB) issued a series of Circulars to set forth cost principles to govern payments by the federal government under grant programs, contracts, and other agreements, to state and local governments, educational institutions and other not-for-profit organisations. Revisions to OMB Guidance took place in 1997, 2003, and 2013. In late 2013, the OMB released an extensive document that provides streamlined guidelines for Grant Accounting & Reporting and incorporates material previously issued in OMB "Circulars. Since the guidance replaces eight OMB Circulars, it is often referred to as "Uniform Guidance" or "Omni Circular" or "Super Circular".
