Bronx pays an average of 2200 dollars a month for their apartment
with a standard deviation of 200 for a one bedroom. The sample from
North Bronx pay an average of 1700 dollars a month for a one
bedroom with the standard deviation of 150 dollars. Assume the
populations are normally distributed and the population variances
