18. Yes. In this case, the doctor can legally refuse to see him. In the United States, the only time a patient has a right to care is when that patient needs true emergency care and accesses the emergency room of a hospital.

19. No. In this case, the doctor cannot legally refuse to see the patient. Both public and private hospitals have a duty to administer medical care to a person experiencing an emergency.

20. No. In this scenario, I am not legally obligated to rescuing her, as she is not presently accessing the emergency room of a hospital and is in fact in my office’s hallway.

21. False. In the United States and its territories, the individual medical licensing authorities ("state medical boards") of the various jurisdictions grant a license to practice medicine.
