To manage the ethical problem in an organization the first action is to remove the 'bad apples'- the people who are corrupt, nonperformers etc. But the studies have shown that the people are products of the context and their experiences. So if tomorrow their boss puts pressure or the market puts pressure then in all likelihood there are chances that people will give in to be unethical at least for the time being.
