Deterrence theory was originally used in reference to possesion of Nuclear weapons during the cold war which would mean the enemy would not use the same because it would consider itself equal or may fear getting attacked with same.
Stafford and warr's reconceptualization said the deterrence may be dependent on many other factors like expectation of severity of punishment, how the person views his own criminal actions or his groups criminal actions.
For example a group of armed robbers may not stop robbery when threatened by police if they expect to get away and feel the sum of money stolen is small and insignificant for which punishment may be shorter.
The same group may feel threatened and surrender if the number of policeman is large, if they think punishment will be longer or there is a chance that they might get killed in the process.
