You are a registrar office and have opened a CRN with a capacity of 35 students and 34 seats are taken electronically and 1 vacant.   You are not allowed to increase the capacity nor to open another CRN. Which of the following student request would you consider to register?

A student who has been following the degree plan and never missed or failed any course

A graduate candidate student who have finished more than 123 hours of the degree plan

A student who has failed the course and wants to retake the course to finish the prerequisite

Keeping in mind the decision-making process, the first student request (A student who has been following the degree plan and never missed or failed any course) would be considered to register.

Though the second student had finished more than 123 hours which may be considered appreciable, and the third student does not deserve to be refused a second chance at the course, the first student had ultimately accomplished the degree and course requirements and therefore, primarily, ethically and normatively deserves to fill the 35th seat.
