For this purpose, I would suggest using a telephonic survey wherein a brief interview maybe conducted to assess the clients satisfaction. The reason for this choice is that since the city government is dealing with elderly clients, the clients cannot be expected to report to a particular location for data, rather it must be collected as per their convenience. Also, although mail surveys and email surveys are also popular methods of conducting a survey, they have certain disadvantages for this clientele. In case of mail survey, it would be difficult for the elderly to post their responses by going to a post office. On the other hand, they may not be comfortable using email surveys as some elderly individuals are not accustomed to using the internet. Thus, a telephonic survey in such a scenario would be most ideal.
