Communication competence among the elves can be increased by the four dimensions of empowerment. The first is meaning, which means to improve the way in which the expressed message is percieved by the reciever by clarifying clearly what the elves want to express between themselves making the information clear and to the point rather than being overly exaggerative. It also implies the fit between ones roles and values and ones work must be clearly defined to provide them with empowerment of meaning in the workplace. Secondly comes competence,which refers to a person's ability to do their job well without any difficulties and perform to the maximum which must be achieved in terms of how they work well with others and do their job responsibly which requires effective communication. The third is self determination which means that the elves must have control over the job that they perform which improves communication competence by knowing what one's roles are and disseminating this information to others. The fourth is impact and it is the belief of an individual that a job makes a difference.
To foster participative leadership, it important to identify one's strengths and limitations and work on their weaknesses. They can be taught to identify how well their counterparts work and to help them improve in the area that they lack. Decision making skills must be developed that will improve resourcefullness while participating in their work. In the workplace it is highly important that they must develop a feeling of being a member of the group and identify one's own contribution and the potential to recieve lack of it if one doesnt perform to their maximum . Hence participative leadership not only involves performing to one's best but also assisting and identifying the shortcomings and anticipating the future obstacles.
