Emergency Management is the rescue and relief operations during the situations of hazards and disasters, man-made or natural.It includes preparedness, response and recovery to reduce or minimize the adverse effect of hazards and disasters.It aims at immediate relief measures and management to prevent an adverse condition to turn into a disaster.The main steps are anticipation, assessment, prevention, preparedness, responding and recovering from an hazard or incident.

The protection that is given by a state to it's civilians or citizens against military attack and natural disaster is Civilian Protection.The government assures the protection of the citizens by following the principle of emergency operations as prevention, relief measures, preparation, emergency evacuation and recovery.
