In general water is a source of conduction of electricity. Pure water or distilled water are actually a good insulator. But distilled water has had all of the minerals have been removed from which makes it an insulator rather than a condutor. Except pure water or distilled water like, rain water, sea water and tap water contains impurity atoms like Na+, Mg+ , Cu+ Ions conduct electricity.

So beause of ionic charges does not present in pure or distilled water it wont conduct electricity.
