When the friction knob was higher, the friction coefficient becomes higher. Due to this the friction force acting on the skater is greater. The friction force causes a deaccleration. Higher friction force means higher deacceleration. Now, the stopping time is inversely proportional to the acceleration, due to higher acceleration, the stopping time decreases.
Hence it takes the skater take lees time to stop the motion when the friction knob was higher than that when the knob is in middle (low friction force).
