In the light of these dual system of measurement, and in some countries the use of mixed measurement systems, should ALL countries in the world be mandated to switch to one measurement system, be it metric or imperial measurement system? If not. Why not?

In some country, the frequency of ac is 60hz but in some it is 50hz. Different countries have different power system of some power mannual by the government. And if we want to  switch to one power measurement system, all the devices of that country should be replaced because they worked on specific rating of power supply of different countries. And i think this is impossible because of above reason and other reason that is in such replacement this will be more time consuming and not in support of finacial issues.
